Community Housing

Mt. Crested Butte Community Housing Program

The purpose of the Mt. Crested Butte Community Housing Program is to increase the supply of housing that is affordable for people who live and work in Mt. Crested Butte and the greater Gunnison Valley. Due to current housing conditions, most free-market housing is not affordable for low- to middle-income households.

The Community Housing Program helps mitigate high housing costs, supports employee attraction and retention, reduces traffic from commuting workers, addresses overcrowded living conditions, and fosters a strong sense of community. Community Housing units are deed-restricted assets that ensure long-term affordability and will remain available to the community for years to come.

As of December 31, 2025, the Gunnison Valley Regional Housing Authority (GVRHA) was disbanded, and its responsibilities were transferred to individual jurisdictions within the County. The Town of Mt. Crested Butte is now assuming several basic administrative functions previously managed by the GVRHA. These services will be handled directly by Town staff to improve coordination, consistency, and accountability in the administration of deed-restricted housing.

This transition does not change existing deed restrictions, eligibility requirements, or program goals. The Town will continue to administer the Community Housing Program in accordance with all adopted policies and regulations.
 

Town Managed Responsibilities:

Finance: Resales, Qualification & Compliance

  • Intake, pre-screening, and processing of housing applications
  • Reviews applications for completeness and requests additional documentation when needed
  • Verifies eligibility, including residency and Area Median Income (AMI), per deed restrictions
  • Calculates allowable resale prices, where applicable
  • Issues qualification and compliance notices
  • Refers enforcement of non-compliance to Community Development

Community Development: Deed Restriction Violations & Enforcement 

  • Reviews and investigates alleged deed restriction violations
  • Issues Notices of Violation (NOV)
  • Works with property owners or occupants to achieve compliance
  • Provides cure periods to resolve violations
  • Closes enforcement cases once compliance is achieved
  • Pursues enforcement actions when violations are not cured


The Town of Mt. Crested Butte remains committed to preserving the integrity of its affordable housing program and ensuring it continues to serve the community as intended.
