Affordable Housing Initiatives

In 2020 a 2.9% excise tax was placed on Short-term Rentals (STRs) for an Affordable Housing Fund and the Town code was updated to include community housing guidelines and requirements, including:

  • Inclusionary zoning regulation requires 15% of units to be Community Housing, except for units under 2,700 sq.ft. (fees are updated annually based on previous year real estate sales).
  • Employee Housing Mitigation Regulation requires building or payment into Housing Fund. Amount of building/fees differ based on use and size. Fees updated annually.

The town has 77 deed restricted properties that are managed by the GVRHA, including rentals and home ownership. In addition, the town’s Master Plan is contemplating additional community housing projects in the future.

GOOD DEED HOUSING PROGRAM

Gunnison Valley Regional Housing Authority (GVRHA) is offering the Good Deed Housing Program as an incentive to property owners who place a permanent deed restriction on their property to restrict occupancy to local employees. The goal of this program is to support the community character and economy of the Gunnison Valley by securing long-term attainable housing within existing housing stock.

HOUSING MATTERS PROGRAM

The Housing Matters program provides local employees living in Gunnison County, Colorado with access to long-term rental (LTR) properties through a strict screening process. In addition, it entices short-term rental (STR) owners to place their property into an LTR with a surety fund that will cover up to one month’s rent and reasonable repairs if needed.

GV-HEAT PROGRAM

The Gunnison Valley Regional Housing Authority (GVRHA) manages the Gunnison Valley – Home Energy Advancement Team (GV-HEAT). GV-HEAT helps you save money and increase the safety and comfort in your home. Through GV-HEAT we connect households to resources that help them improve the energy efficiency, comfort, and affordability of housing in Gunnison and Hinsdale Counties. These resources are available based on household income and can be used by both renters and homeowners.

GV-HEAT facilitates both income-qualified and non-income qualified programs for the Gunnison Valley.
